I have two questions:
1) is it possible to have the list (admin side) of users who have seen / read a topic?
2) is it possible to add a check (user side) to confirm the reading of a topic by a user?

If the option is enabled you will be able to see the users who the Currently and Recently viewed the topic. The screenshot below: https://www.screencast.com/t/IjR7cOXh0B

There is no way to display a list of users who viewed the topic. We're going to ask our developers if there is a way to display the user's list via code.
