I'm relatively new to both WooCommerce and WP Foro. Is there any way to set this up so that only users registered with my WP Foro forum can review products? Thanks.

wpForo user registration form is the same Wordpress native form and it's the same WooCommerce User registration form. There is no any difference, because all functions and processes are made by WordPress. wpForo and WooCommerce only provide a well designed form, other parts are being doen by WordPress. wpFoor can't restrict users in other parts of website. If user is registered on your website , then he/she have all permissions to leave a review for products.
You should find a way to disable Guest Commenting and only allow registered users to leave a comment. The product review section is based on Wordpress comment system, so it should work. Try to use according options in Dashboard > Settings > Discussions admin page.
