Please, one more time:

navigate to Dashboard > Forums > Forums admin page, click on "Save forums order and hierarchy" button.
navigate to Dashboard > Forums > Dashboard admin page click on the [Update Forums Statistic] and [Delete All Caches] buttons.
if you have some cache plugins delete those plugins caches as well
also please delete server caches and check again (don't forget to press CTRL+F5 on frontend)

No. But I had implemented a plugin that hides the menu partly. Disabled now.
