I want to export my vBulletin 3 forum to Wpforo.
We have about 350,000 posts and over 7000 users.
which tool can export my forum?
Or is there another way possible?

I'm sorry but there is no a migration tool for vBulletin 3 to wpForo. At the moment I think the best way is asking to ProfProjects GP to do this job: http://profprojects.com/migrate-vbulletin-forum-to-wpforo/
