When somebody new post a new topic, the topic should be standard unaproved because of the setting in ?page=wpforo-settings&wpf_tab= antispam posts-must-be-manually-approved=on

This option is related to “new” users. A “new” user is someone who has not yet reached the minimum number of approved posts. The minimum number is defined in the previous option: “User is New (under hard spam control) during first [X] posts.”
Please make sure that the user you are checking is considered "new".

Check the usergroup of that user. If he has permission to "Pass Moderation" or some moderator permissions then his posts will never become unapproved. Take a screenshot of the user usergroup permissions and share it here.
It's now working. Somehow I had to enable the whole antispam AI setting to make it work again(without using the seperate the AI antispam features)
