How do I close a forum, but allow me to reply to topics that are in it?

Do not allow users to create topics in this forum.
But allow answer in the created topics.
You shoud user Forum Access - Usergroup permission system for certain Forum.

Step 1 - Create a Reply Only forum access:
Step 2 - Set Reply Only forum access for Registered Usergroup for forums you want (edit forum):
In case the Reply Only access should be set for all forums
You can edit the Standard Access in Dashboard > Settings > Forum Access admin page and uncheck/disable the "Can create topic" permission instead of doing the steps above.
