A language pack is only generated when at least 90% of the strings in the Stable sub-project have "Current" status. WordPress Strings sitting in "Waiting" since 2020–2024 simply don't count. They need a Project Translation Editor (PTE) for Italian to review and approve them. Without one, all that work sits idle.
This is the core bottleneck for the Italian locale of wpForo. Any contributor can request to become a PTE by posting a request on make.wordpress.org/polyglots WordPress, indicating the plugin and locale. If you've contributed substantially, you could request this role yourself , that would allow you to approve the backlog.

- Stable (latest release) = the translation strings extracted from the latest released version of the plugin (what's in the tags folder in SVN, what users actually download)
- Trunk (dev) = strings from the development version (the trunk folder in SVN, work in progress toward the next release)
But doesn't the Trunk version have the same translations? Wouldn't it be easier to add or modify the stable version?
They are often identical and the sync is automatic.

And since mid-April 2016, not only new strings but also edits are synced between dev and stable in both directions (approved translations only): https://wordpress.org/plugins/translation-stats/
So in practice, you don't need to translate both. If you translate and get a string approved in one, it will appear in the other too. They are kept in sync automatically by the WordPress.org infrastructure.
