hi, I want the new users to receive Welcoming emails. I receive the registration emails but the new users can't receive welcome emails. How can I fix it?

The welcome email is sent by WordPress not by wpForo. Check the spam box, the email may be there. If this option is turned on then wpForo will not stop sending registration emails to users by WordPress:
The option is located in Dashboard > Forums > Settings > Features Tab.
