Just purchased the user manager add-on for wpforo. Does this allow you to APPROVE any new users that register? Or is this a different 3rd party addon?

Do you mean the wpForo – User Custom Fields? If so, please note this addon is designed to allow default profile fields and add new custom profile fields etc.
Also please note user registration is being processed through the default WordPress registration system. You need to find some Registration activation plugins:
