Looking at wpForo for a client who wants to be able to moderate all new posts before they appear.
Is that possible with wpForo, either with the base or via add-ons?

No addons needed, you can moderate all new topics and posts via several security levels and permissions of accounts groups.

As far as I know yes, it is an option.

You should check wpForo Spam Protection settings from Dashboard > wpForo > Settings page.
