Why is the captcha script loaded on the main page of the forum? Is this necessary? Can it be left only on the login / registration page on the forum?

The reCAPTCHA is designed for topic forms as well. You can enable it on the topic creation form (for guests, wpForo allows guest posting), which can be opened on the forum home page as well.
