I want registered users to always be allowed to post, and not have their posts held for moderation.
I tried setting the under hard spam control during first X posts to 0, but this doesn't turn it off.
How can I make it so no user's posts are held for moderation?

You should edit the usergroup you want and check "Can pass moderation" permission in wpForo > Usergroups admin page.
