I have been experiencing a myriad of issues with WPforo, but this one sucks. Why are the member ratings upgrading without meeting the required points???

Could you please provide screenshots of your wpForo > Settings > Member Rating settings, including the required points for each rating level?
Also, please provide an example of a member whose rating was upgraded before reaching the required number of points. If possible, include their current points and rating in the screenshot.
With this information, we can check how the rating is being calculated and determine why the upgrade is happening earlier than expected.
This is just an example! This person has 74 points now, and they were not supposed to reach that until they reached 100 points. In fact, they already got the active member ratings even before they reached 74 points, which is just so so bad. And this is the case throughout my forum.
