Hi,I have installed several times, asked for that innD.. database on hosting - and it exists, soThere is no Add Topic button,and wherever you click it is always "Not Found" pageyou are not even aloud to logouthelp,thnx

You should open a forum to be able add a new topic. Just click on your single forum title and you'll see the [Add Topic] button. Topic can't be added outside of forums, it's always attached to some forum so you should go to a forum for new topic creation. I see the button:
