Every time a user clicks on Add Topic in the forum, it throws a 404 error. How to fix?

It only does it if you are not signed in first. If you are not signed in first, and you click on the little login tag it also throws a 404 message.

I don't see any issue. When I click the [Add topic] button it goes to the login page. When i click the login menu it goes to the login page. There is not any 404 errors.
