If a user is not logged in and click on the 'forums' tab, is there a way to put some custom text either above or below the tab bar?

Please navigate to Dashboard > Forums > Tools > Misc admin page, here you'll find "Admin message on forum front page" message box. Here you can also select the user groups for which you want to display this message.
