I am using Ruby theme, and just set my forum up and new to the software. I have some questions but mainly how can I make the forum show up on my phone? I've attached a screenshot.

It seems you've done a wrong permission configuration.
First of all, navigate to Dashboard > Forums > Forums admin page, edit all forums one by one and make sure Your Usergroups attached to the right accesses. Please read the doc and be familiar with Forum Accesses.
Then navigate to Dashboard > Forums > Dashboard admin page and click [Delete all Caches] button. Please try on incognito mode. Because mobile browsers have a hard cache, you'll not be able to see the change immediately.
I don't have that section called "new usergroup" see pic.
So I'm guessing I have to create "new usergroup", but what permissions do you give this category? I'm confused because the other usergroups are understandable but this one is a guest??? or a new user??? Why do I need this group?
Ok I created a new usergroup and gave them standard permissions, but it still doesn't show up on mobile device.
