So I am using wpForo to host a forum and I have set it all up and I am using the Extended Layout, no problems. However, I am trying to edit the hierarchy of the last category and it will not let me do this, I click save and then it just changes it back to the previous version so my forums are in the wrong order.

I think you have JS error in admin area or the MAX INPUT VAR and MAX POST SIZE of your hosting service are not enough for submitting such a large number of forum data. This is a known issue with hosting service configuration, here are the main PHP settings which should be set as much as possible for example:
post_max_size = 128M
max_input_vars = 10000
please ask your hosting service to increase these PHP values. You can also use php.ini or .htaccess files to add these options, but most of cases it doesn't work or it's limited by hosting provider.

For parent-child hierarchy you can edit any forum and category and use the "Parent Forum" option to set parent-child hierarchy.
