my forum site is fast but when ı ad topıc the thing is spinning about 10-15 seconds then ıts wasıng successfully added

Enable standard Wordpress debug to a log and check for errors. If none, disable debug.
Other than that, you could press F12 while saving/posting and see any errors.
If this is also clean, then you have a slow server or a slow DB.
