Hello i am using wp-foro version 1.1.1.
I want to create a Global Announcement post, so avery user will see it on top of every topic or sub forum.
Can we do it?

wpForo doesn't have such option. you should customize template files in update save way. Docs:

I think you can just add a side bar widget of paragraph.

Use the Admin Note feature. Go to Dashboard > Forums > Tools > Misc Tab and insert your message in the Admin Note editor, then choose the forum pages and usergroups who should see the message.
