It seems you have not reset the user cache (Forums > Dashboard), or you're testing with wrong logged-in user.

wpForo has another option to disable custom avatars in Forums > Settings > Features admin page.

I tried to reset the cache of both, but to no avail.
I opted to keep the option of uploading avatars. 🙁
