Use UserGroups. Add a Usergroup that will only be allowed to see the specific forum(s). Add the user to that group. Create the forum and use Forum Permissions to allow only the UserGroup by setting the other UserGroups to No Access.

Example: I want a forum called CARS but I only want to allow certain users in that forum. I first create a UserGroup named CARS-GROUP and then I add all the users I want to be able to see/use that Forum to the Group.  Create the Forum named CARS and then in Forum Permissions you will see all of your UserGroups including the group CARS-GROUP that you just created. Set all the other UserGroups to NO ACCESS and save your settings.

If you already have the Forum you want set up. All you have to do is create the UserGroup, add the users to that group and then change the Forum Permissions as above.

Thanks, but that doesn't explain how the same user can have different access to two forums.

For example, John should have access to both create a new topic, read and reply to topics in the cars forum, but only read and reply (not create) to topics in the boats forum.

I did not manage to make the same user member of different user groups, nor to give the same user group different access to two forums. Therefore I wad unable to give the same user different access to to forums. "No access" does not count as  different access in this context.
