i have wpforo with many forums.
each has it's users and admins.
everyone can read everything, but i am sure there is a simple way for a user that browses the forum, to press somewhere to ask for permission from the forum manager to become a participant.

If there is no necessary to pay for changing the usergroup, you can use the wpForo Private Messages add-on. In this case, the users can contact forum administrators and ask them to change the usergroup.
