WordPress send email when a new user is registered. This is a built-in WordPress feature. wpForo is based on WordPress user system, so this should be configured in WordPress side. There are meny plugins to manage WordPress emails. Try to find them in WordPress Plugin directory, for example:

https://wordpress.org/plugins/bnfw/
