I registered as a new user, with "member" status, and admin bar appeared on top of the screen, however disabled in the settings.

Make sure this option is disabled in Dashboard > Forums > Settings > Features admin page:

I think this is not wpForo issue then. Try to deactivate wpForo and check if the admin bar exists for users. We've never faced with such issue.
