Hello,

I seem to have missed something in the documentation. Is there a capability to set all replies and answers to be moderated by the admin? Please forgive me if I missed this.

Yes you can. You just need to disable/uncheck "Can pass moderation" permission for Registered usergroup in Dashboard > Forums > Usergroup admin page:
