Please go to Dashboard > Forums > Settings > Features Tab and make sure the "Enable User Registration" option is enabled. Also check the menu in Dashboard > Appearance > Menus admin page, here is the doc: https://wpforo.com/docs/root/getting-started/forum-menu/
