When trying to move a topic to a different forum (topic in another forum) it only shows 16 options while we have more forums/topics.

It seems that you did not give yourself full authority to administer to the rest of the other forums that do not appear

It seems like other forums are private forums, or you don't have appropriate access to that forums.

@martin @tqarb No, I created the forums AND I can see them and have access to them.
And, if I move the forums around, I can see them at the top of the list and the ones on the bottom drop off.

There is no such an issue in wpForo core, this is something very specific and should be debugged directly in your website. Could you please send an admin login details to support[at]gvectors.com email addres?
