I was just informed that my new WPForo installation requires JavaScript and cookies to be enabled before registering, except when new users enable them, they still can't register. Obviously there's a way to fix this or I wouldn't be posting here. Is there a setting or something I can tweak so that users can register and log in?

wpForo doesn't handle registrations or login. They are handled by Wordpress core.

Probably. Disable wpForo and see if it works. Simple.

This may also be Antispam or Security plugin issue. First try to deactivate wpForo and register. If it works fine then disable all plugins for these purposes and test it again:
- Optiomization and cache
- Security
- Antispam
- CAPTCHA and reCPTCHA
