each new post and topic needs to admin approval before publish. how can I set (don't display without admin approval )

First you should decide which usergroup users' posts you want to manually approve. If it's the default Registered Usergroup, please navigate to Dashboard > Forums > Usergroups admin page, edit the Registered usergroup and uncheck the "Can pass moderation" permission.
