Is it possible to setup a forum that allows the forum moderator to give selected access to the forum on a person by person basis?
I'm thinking of something similar to BuddyPress Groups, where someone can create their own private forum and then add others to the forum. With the forum contents being hidden from everyone else.

I'm sorry but there is no way to provide access by user. wpForo forum access is controled by Usergroup <> Forum Access relationship.
You should create a new usergroup e.g. "Private Group" (allow as secondary), then grant "Standard Access" to this usergroup for the specific forum. Once this is done, you can add this secondary usergroup to any user granting access to the forum. So if a user has such secondary usergroup he/she will be able to access to that forum. You can add or remove that secondary usergroup in the Profile > Account page on the front-end and in the Dashboard > Edit User admin page.

I'd love to see wpForo offer a BuddyPress Groups replacement at some point - I think y'all could do a much better job of it 🙂
We don't currently have the budget to fund a wpForo customization for this, so hoping it magically appears hehe
