Is it possible instead of having 9 different forums to have just 9 different static topics underneath 1 forum, and a guest or registered user can just reply to the topic with moderation approval? Take a look at this link. Trying to decide what is the best and simplest way to show this information.

I'd suggest you check out the Simplified Layout:

I think you use this layout there will not necessary to make any other customization.
