How can I turn off Approve?
Or delete the "You don't have permissions to see this page, please register or login for further information" message for New Topic and new users?

You can't remove that message. This message comes according to the situations it says. For disabling topic/post approval you should disable wpForo Spam Control in Dashboard > Forums > Tools > Antispam Tab.
