Yes, Anonymous20 is right. You shouldn't use large tags. Make the tags as brief as possible. Please read the article Provided by Anonymous20. There is also a lot of information you can find on Google.

The goal of using tags is that users can search through the forum for help or some information. The forum users can find a list of topics dealing with the issue or necessary information by clicking on the word that best categorizes their issues.

This is just a suggestion not to use the large tags, but if you'd like to use large tags and you're a developer wpForo provides a hook that allows changing the size of the tags. Using the hook you can change tags length as you like. 

$length = apply_filters('wpforo_tags_length', 25);

But our site members are adding large keywords for 3-4 words.

This is just a suggestion not to use the large tags, but if you'd like to use large tags and you're a developer wpForo provides a hook that allows changing the size of the tags. Using the hook you can change tags length as you like.

I am not a developer if you can ADD this HOOK from your end in Your NEXT WPFORO UPDATES then it will be my pleasure.

Then spend some time and educate them. Otherwise your tags will look like "spam" (well not exactly but you get the picture).

Have you heard about LSI keywords or Long Tail Keywords?

However, I know goal of using tags is that users can search through the forum for help or some information.

Again, there is a huge ammount of information about TAGS in general all over the Net, i see to reason to replicate it here. Don't take my word, search and read it yourself.

As for the rest you mention (LSI etc), those are deep SEO myths. You can't rank anything at all, if your site/forum is empty or without real and important information.

If only using tags would make our sites popular in search engines ......
