Is it possible to add an FAQ section on the top bar... see screenshot for the bar I'm referring to.

The admin note might be very useful in such cases. It allows you to display the note for certain Usergroups and forum pages. The "Admin message on forum front page" textarea can be found on Dashboard > Forums > Tools > Misc admin page.
