Hello,
I keep seeing a "topic in moderation" notification backend, but when I navigate to the page to approve the topic there is nothing there.

I think it may be a bug , is there a way to make the notification go away maybe operating directly on the database via phpmin?

Try to delete forum cache in Dashboard > Forums > Dashboard admin page. Click the [Delete all caches] button.
