I've done that. Have you had anyone using the code on WordPress 4.9?
I also installed a third party plugin for PHP code and it said the code causes a fatal error.
Please provide the fatal error message. This is not 4.9 compatibility issue. Something is irregular with your PHP, some extensions are not enabled or something else...
Also make sure you don't have function with identical name in other files. Function names should be unique.

You can find the fatal error message in file system, in error.log files. It may be on root directory or in theme directories.

I gave the exact code in my functions file along with my error to my theme support. They said there's nothing in there that would be conflicting with their theme. They've told me something in the code for the plugin is conflicting on your side.
The code is correct, there is no syntax error in this code. You can check it here:
You also can disable wpForo plugin before adding this code to see that the problem doesn't have any relation to wpForo.
I think something wrong with line-berks and spaces of your editor. try to add extra line-breaks after each line. I have no other clue, the code works perfect on all tested websites and on other users websites. You can install a fresh WordPress and test it.

I've tried child theme and parent theme functions file, a different theme, a whole different domain, disabling the plugin, and adding line breaks. None of it works.
Also, PHP code checker says your code has this error: "PHP Syntax Check: Parse error: syntax error, unexpected 'if' (T_IF) in your code on line 3

It looks like there's something wrong with the code.
If you don't familiar with PHP code please don't say "It looks like there's something wrong with the code". There is nothing wrong and the IF is not unexpected. Here is my check and there is no syntax problem:

@Robert, is there any way I can prevent wpforo automatically putting IMG tags around images (.png, .jpg)?
The reason is I'm using Blueimp lightbox which will firstly show the image in the post and add the images to a gallery. With the added IMG tag, the image is shown in the post but does not get added to the gallery.
It's definitely being done by within wpforo since TinyMCE editting a Wordpress post does not do this. I have the Embeds addon but have oEmbed disabled.
I currently have to hit CTRL-Z (undo) to remove the auto-IMG tag insert. While I know this, it's not so intuitive for the users.
