wpForo doesn't have any feature to make Users active or inactive. It seems you use other plugins for this purpose. If so please make sure all registered users are approved.
Also navigate to Dashboard > Forums > Dashboard admin page and click on [Synch User Profiles] button to maintain user profiles in forum and in forum member list.

I got it, Im a dummy. Its just cause he created a profile but never logged in. It only shows "active members" and technically he isnt "active". I created a test profile and thats what it was.
