1. Can a Paid VIP section be added to my Forum in order to share VIP content?
If so, please share how this can be accomplished.
2. Can a VIP section be added to my Forum in order to share VIP content without charging a fee... Would like to create VIP content and allow certain (VIP) members to have access? If so, please share how this can be accomplished.

I'm sorry but there is no any VIP option. There are many options to make certain forum accessible for certain usergroup. You need to have a new Usergroup for VIP users and new forum which is not accessible for other usergroups. here are example of Usergroup depended accesses to certain forums:
