Not registered user/s time is 2022. 8. 10. am 7:33.
It's UTC.
Wordpress setting time is UTC+9.

Shouldn't the WordPress time zone be shown to unregistered users?

Even though the WordPress time zone is UTC+9, the time zone of unregistered users is UTC.
