Yes that's possible, but you should use wpForo Phrase system for front-end translation, the MO/PO files cannot be forced. You should keep WordPress in English. wpForo backend will also be in English. Then you should navigate to Dashboard > Forums > Phrases admin page and change (translate) all phrases to German language. These phrases are only for front-end. So in this way the front-end will be in German the back-end in English.
