I read the instruction page for major update of Wpforo v2.0. It is written that it will be 30% discount for old plugin users. Please make this discount for everyone for a while as a campaign for new Wpforo. For example, it may lasts for 1 month. Let everyone buy new plugins with 30% discount for one month without distinction between old and new users. Is it possible?

There is no any discount for old users. It doesn't matter how old is the user. The discount you're mentioning is the "Recurring Customer" discount and it's based on autoptic processes. So it detects recurring customers and does the discount at the checkout page. This cannot be applied to all users.
Instead of this, we have 20 - 50 Sale Packs for all users. It discounts the price from 20% up to 50% automatically depending on the number of addons in the current shopping card. Here is the Sale Packs' info: https://gvectors.com/gvectors-store-discounts-sale-packs/
