I am looking to use a forum for my internal client portal. As my client are confidential, no other user may know that another user is registered at all. Is it possible with WP Foro to set up a forum for a user (with different threads) which only the the respected user can see at all + hide all registered user from a user list?

In such a case, I think the solution is if a user creates a private topic. That topic will be only available for that user (owner) and for admins/moderators. You should ask all users to create private topics to get such a result.

You can hide the "members" tab at all. Here is an instruction: https://wpforo.com/community/postid/852/
You can also the concrete usergroup. Just navigate to Dashboard > Forums > Usergroups admin page, edit the Usergroup, that you need to hide from Members list (in your case Registered), disable the "Display on Members List" option.
It is possible to force to be able to ONLY do private topics? Because it is meant for a lawyer client portal and thus no other user may know other clients (even if they made it accidentally).
