Hi,
I've created a new user role 'forum manager' using user role editor plugin. I've also set this user as a usergroup and added the required permissions. I want every user with role forum manager to be able to manage the forum (edit/delete topics).
But the user still has no access at the forum at all. how can I change this?

You don't need any custom roles. WordPress' user roles are not necessary for forum accesses and permissions. You can remove that role.
wpForo has Moderator Usergroup which have Moderator Forum Access to all forums, so just attach your user to that usergroup. This topic explains all: https://wpforo.com/community/faq/wordpress-user-roles-wpforo-usergroups-and-forum-accesses/#post-39664
