I created a new Forum Accesses for Contributor member but they cannot Create a Topic.
I already click/enable the Create Topic in settings but still they cannot create.

Have you given Contributor access to the Contributor Usergroup in the Forum Permissions settings?
I was asking about Forum Permissions.
Navigate to Dashboard > wpForo > Forums, There you will see the Categories(color blue) and Forum(color Grey), Edit them and Check the Forum Permissions field, there the Contributor Usergroups Access should be set to Contributor Access.
