I'll suggest you to check out the wpForo Private Messages add-on. The addon provides a safe and professional way to communicate directly with other members of the discussion forum. Messages you send and receive via PM are private and can only be viewed by you and the forum member you’re corresponding with

Also in such cases, the admin note might be very useful. It allows you to display the note for certain Usergroups and forum pages. In the admin note, you can leave your email address so users can contact you when he /she wants to change the user group.
The "Admin message on forum front page" textarea can be found on Dashboard > Forums > Tools > Misc Admin Note section.
