I have installed several times, asked for that innD.. database on hosting - and it exists, so
There is no Add Topic button,
and wherever you click it is always "Not Found" page
you are not even aloud to logout.

Forum is not correctly configures. You only can see Add Topic button in forum page, when I click any of your forum it returns 404 error so you have no chance to see Add Topic button. You should fix 404 error.
The forum main page and base URL is wrongly configured. Also I see indzex.php in forum page, this may affect forum pmastructure as well. please remove the index.php. Then leave a screenshot of Forums > Settings admin page.

I have the same problem: "Add topic" is missing.
I have deleted the WPFORO and reinstalled and also installed on another wp site.
On the other site it works fine.
Same settings, same theme.
Tested by logging in as admin on both systems.
WP:Version 4.7.2

I strongly suspect there is some kine of error in the wpForo setup
Is there a way to remove all wpForo settings???
In spite of the rather rude reply from support, I got the forum working by applying the new update.
No idea what was wrong but it solved the problem.

I see you set wpForo on home and you've done it incorrectly. Forum doesn't work, when you click on forum page it doesn't open forum page so you can't see Add Topic button. There are ton's of description how to set wpForo on home but you still do it wrongly. Please read all steps one by one, after reading all steps you should look at the screenshot (not before or only):
