In the tests, I saw that the newly registered user cannot attach anything to the post, while other users that I have imported and have numerous posts, can attach. Is there any setting that limits this ??

It works fine for all users. By default, wpForo Spam Control doesn't allow to attach files based on minimal number of posts. This is one of Antispam control of new registered users. You can set the "Min number of posts to be able attach files" option 0 if you're sure there will not be spam attached files in Dashboard > Forums > Tools > Antispam Tab admin page.
Resolved. As indicated by you there is the AntiSpam management where you can enter the minimum of the posts before allowing the sending of attachments.
