Please navigate to the Dashboard > Forums > Settings > Features admin page find and enable the "Topic subscription option on post editor - checked/enabled".

I already activated. But i dont want send an email and confiermed everytime! How can I do?
Dashboard/Forums/Settings/Features turn off "Enable Subscription Confirmation". Save settings.
