Locked topics cant be edited not even from the admins.
The admin has to unlock edit and lock again.
If there is figth and you lock the topic and then you want to delete some posts , you have to unlock it and during deleting posts idiots can post again.

This is not a bug. This designed to work in this way. If the topic is closed it's not possible to edit it anymore.
